Parliamentary procedure

Page last updated:  27 January 2003

Confused by all those weird and wonderful parliamentary procedures, practices, rules etc and want to sharpen up?  Here are a few sources of help:

1. Look at the House of Commons Information Office Factsheets.   The Factsheets were revised in 2001 and are now divided into four series: Procedure, Legislation, Members/Elections and General. All titles are available for downloading in pdf format. Please note that some titles have yet to be converted into the new format.   These are produced for public consumption so are available on the www at: http://www.parliament.uk/commons/lib/fact.htm

2. Parliament's education website has a Glossary which explains dozens of terms commonly used in  both Houses.  The best link to it is: http://www.parliament.uk/glossary/glossary.cfm   So, if you want to peep into the Royal Robing Room, are desperate for Dissolution, are tickled by Test Rolls or demand to know Who goes home? try this website.  While you're at it, have a look at the Explore Parliament website which can be found at this address:  http://www.explore.parliament.uk/

3.

Business of the House and its Committees: a short guide, issued by the Department of the Clerk of the House (updated January 2003) provides another useful source.  The new edition is now  available, via the Parliamentary Intranet, at: http://intra1.parliament.uk/clerks/contents.htm  or collect a hardcopy from one of the Vote Offices (020 7219 3631).

4. There are also the Library's training courses in parliamentary procedure and documentation which are open to Members staff.  Ring 020 7219 6767 for information or check out courses available at the Library's web-pages on the Parliamentary Intranet at: http://hcl1.hclibrary.parliament.uk/training/train1.htm

5.

The BBC has a long and informative list on the A-Z OF PARLIAMENT page of their website at:
http://news.bbc.co.uk/hi/english/uk_politics/a-z_of_parliament/default.stm   Keen to learn about Dilatory Motions, Retreads and Nodding Through? Not to mention I Spy Strangers, Bisque system and Unstarred Questions? Then this is the place for you!

6. Politico's Guide to Parliament - 2nd EditionAvailable from Politico's Bookshop. Tel 020 7931 0090.   Written in plain English, the Guide aims to make understanding the Parliament just that bit easier.  So if you are perplexed by Parliament, confused by committees or bewildered by bills.... this book will go some way to explain and elucidate.

7. Vacher Dod's invaluable reference book: The Handbook of House of Commons Procedure. Available from Vacher Dod.  The 3rd Edition was written by a Clerk in the Commons and published in 2002.    It takes full account of the many detailed and sometimes profound procedural and constitutional changes made since 1997.  "Expensive but worth it!" we are reliably informed.
