2002
Members’ are requested to note the following
timings:
- The
Speaker will come into the House at 11.26am for Prayers.
- Summons
by Black Rod at approximately 11.30am.
The Reporter’s Gallery will be opened immediately
after Prayers.
- The
House will resume the Sitting at 2.15pm.
Division Bells will be rung three minutes before the
House resumes.
- Special
and Public Galleries will be opened at 2.00pm.
Admission Orders issued to Members for the Special
Galleries will remain valid until 3.00pm.

Our
sample survey of staff revealed that a third of MPs' offices are having to put
up with a deluge of spam emails (including many with highly
offensive content) sent to MPs but processed
daily by staff. Click here

September for a one day debate on the adjournment of the House
and will sit between 11.30am and 10.00 pm. The Prime Minister will
be making a statement to the House at the commencement of the
debate.

45% of
you are missing out on free pensions premiums. Why?
Why on earth are 45%
of MPs' staff failing to take the simple steps which will ensure
them entirely free pension premiums equivalent to 10% of their
annual salary. Read this:
"Members
may authorise the payment of premiums to a personal pension scheme
in respect of staff whose salary is paid out of the Office Costs
Allowance. Contributions will be paid from public funds - these
sums are not charged to the employing Member's O.C.A., but
to the pension allowance available to each MP.
"The
maximum sum available for payment is limited to 10% of the gross
salary payable by an individual Member, subject to an overriding
limit of 10% of the Office Costs Allowance."

"MPs shun
email" says report
"Fear
of technology and tradition are preventing Britain's MPs from using
e-mail to keep in touch with constituents. A survey has found that
only 10% of politicians conduct a quarter or more of their
correspondence via e-mail. The vast majority still prefer to
use post and many respond to electronic messages with a written
letter the survey also showed. Only
one of the MPs questioned used e-mail for more than 75% of their
correspondence." These
are the conclusions of research by Rick Bacon, managing director of
the training and recruitment firm, Parity.

Publication Scheme under the Freedom of Information Act 2000
As
required under the Freedom of Information Act 2000, in July
2002 the House of
Commons added full details of its Publication Scheme to
the new website. This
will be of particular interest to Members' staff as it lists all the
classes of information published by the House of Commons - and the
online version links to all these as well. They are rather proud
of themselves as they're four months ahead of schedule and are the
first public body to have their publication scheme approved by the
Information Commissioner.

Casework and the Data
Protection Act
We've had a lot of
enquiries about the effect of the recent changes to the Data
Protection Act and how these impact on casework. Guidance is
being produced by House of Commons staff but this is not yet
available. At present when
Members handle information about sensitive issues such as someone's
health, sexuality, religion or political views, the law requires
them to obtain that person's explicit permission. Government
departments, agencies etc, who might hand over information to
Members, are required to satisfy themselves that the
person concerned has consented to their passing on the information.
A new Order, which
should make life easier for Members' offices when dealing with
constituency casework, was placed on 24 July and should come into
force in the autumn of 2002. The new Order would relieve
Members of the burden of seeking consent in most of these
circumstances but, until the Order takes effect (November or
December 2002), staff may continue
to experience some difficulties
when dealing with casework.
In
the meantime, you are advised to observe the law as it now is - and
also to ensure that your Member has registered with the Information
Commissioner, in accordance with legal requirements. Have a
look at our advice in our guide, Setting
Up the Office, Section 2.5. and use something like the suggested
Permission Form in our Miscellaneous
Resources, Section 6.4. For

Parliament's
redesigned public website launched
"The
redesigned Parliamentary Web site http://www.parliament.uk
will be available from 23 July. This will replace the
existing Home Pages of Parliament, The House of Lords and the House
of Commons with a new design as well as providing access to a
revised and improved search facility. The new design also aims to
make it easier for the general public to find information about
Parliament.
"All
other existing pages will remain on the site and accessible, so
stored bookmarks will still function. Please note that the new
site is work in progress: there will be further new developments and
additional features later in the year.
Currently we are on track to make the site available during
the afternoon of 23 July. The Intranet site will remain unchanged for the time being
and contain a copy of the old site."

ACCESS TO THE TERRACE DURING SUMMER RECESS
"It
has been exceptionally agreed that all passholders, except for
Contractors and members of the Press, may use the Terrace during the
peak lunchtime period between mid-day and 2.30 pm.
This arrangement will be in force from Thursday 25th
July to Monday 14th October 2002.
"When
visiting the Terrace, please do not move individual tables in order
to form one large seating area.
This is to preserve the interests of those who may wish to
occupy tables with smaller numbers."

"Divert Calls" facility at Westminster offices
The
Finance and Services Committee has agreed to the Information
Committee's recommendation that Members and their staff should be
able to divert calls to telephone numbers outside the
Parliamentary Estate.
This service will be available on a trial basis from Monday
22nd July
and will be reviewed by the Finance and Services Committee
early in 2003.

Information Committee has published a Report titled Digital
Technology: Working for Parliament and the Public.
This looks at ways of using Information and Communication
Technologies to (i) involve the public more in the work of

efficiently.

The
October
2002 version
(yellow cover) is now available from the
Vote Office. If you work in a constituency office you can get
it sent to you either from the Vote Office (020 7219 3631) or from the Cabinet Office Secretariat by ringing 020 7276 2474.
Including telephone numbers and addresses of all government
departments and agencies, this is a must-have item for your office.
There's a PDF version

but
it's very long and cumbersome on line. You need a hard copy.

(late June) issued its first Newsletter. This is aimed at
Members but contains lots of useful information for MPs' staff as
