Home Office immigration casework/hotline briefing on 19 June

The Home Office Immigration and Nationality Department (IND) is holding a day of briefings in Committee Room 10 (moved from Portcullis House) for MPs and their staff on Wednesday 19 June between 11.30am and 3.30pm.

Data Protection Act - Have you registered yet?

The Data Protection Commissioner has recently been writing round to all Members encouraging then to register.  You'd better take the hint!  

We are aware that new guidance has been prepared for  Members and their staff and this should be available soon.  Meanwhile, have a look at our advice in our guide, Setting Up the Office, Section 2.5.

We want your advice, too, on good practice.  What measures are you taking within your office to comply with the Data Protection Act?  Use the Feedback Form to tell us.

Accommodation Review: Update 19 June

We received the following message today:

"The Accommodation Review team are delighted with the response to and interest in the questionnaire, and we already have over 900 completed surveys. The questionnaire was intended for staff housed in or who use accommodation at Westminster. Constituency accommodation is outside the scope of this review. Naturally in addressing space issues on the Westminster estate, topics affecting constituency staff are bound to arise. We will try to capture comments you have made and incorporate these in our study.

Visitor Tours of the Palace of Westminster - Changes coming

In an Oral Question on 23 May it was revealed that there are changes on the way "from the beginning of the next Session of Parliament", probably.  This will be of importance to all staff organising tours for constituents and others.   NB:  Your views on the new proposals are invited;  if you don't tell 'em, they won't know will they....and you won't be able to complain later will you!

Jubilee weekend access arrangements and road closures

I have just received the events and road closures for June 1-4 and have attached them for your information.   During the 4 days staff, Peers and Members will be able to get into the  Palace by way of Millbank and Black Rod's Garden. Please make sure that you have your passes with you to show to the Police on the barriers.

Sorry to all of those of you based at Westminster who tried, and failed, to access the ParliamentLive website above.  Access is barred within the parliamentary estate, presumably on the grounds that you would just sit there all day with your feet on the desk watching the boss when you already have a perfectly good TV screen in your office. Actual reason is insufficient bandwith.  Oh well, it does redress the balance for everyone else (outside the parliamentary estate) who can watch ParliamentLive on the Internet!  But this only works if you are NOT using PDVN as a remote user.  You have to access the www.parliamentlive.tv via an ordinary ISP (Internet Service Provider).

*Actually this went live in January but was a reasonably well kept secret until May.

Shopping via PDVN is "unwise" say PCD

The following message was sent out by PCD on Thursday evening.  

Users will be aware that PCD found it necessary to withdraw internet  access for a short period last night. The reason for this  was that a  parliamentary user left their credit card details on view on the Parliamentary Internet site as a result of connecting to a well known high street supermarket. This was possible due to the design of the supermarket's website and was not due to the Parliamentary network. Users are advised that using the parliamentary network for internet shopping is unwise. Some sites do not always work in the way one would expect when accessed from a corporate network.

PCD apologise for any inconvenience caused, but users will understand the reasons why this action was necessary.

"Unwise"!  Is shopping what the parliamentary intranet is for, ask "remote" users (those accessing PDVN from outside the parliamentary estate)?  "We have enough trouble logging on because of what is described as 'insufficient capacity'," said one incandescent remote user. "Unwise, indeed!"

Parliament Visitor Centre?  Your views wanted NOW!

A feasibility study for an information and visitor centre for Parliament has started and is due to be completed in July.  This will review current ways in which visitors are received and will look at the options for both location and functions of a centre, together with likely usage levels. The consultants engaged for the study would welcome views and ideas from Members, their staff and staff of the House by 24 May.  Please contact  Jen Laney, HoC Library (020 7219 3841) laneyjm@parliament.uk

"Jubilee Café" opens at last!

The long-awaited facility for visitors to the House of Commons will be opened by The Speaker on Tuesday 14 May.  For the first time, visitors to the Palace of Westminster will be able to get a bite to eat and a drink.  Visitors will not need to be escorted so the Jubilee Café will provide the ideal stop for groups of constituents and others doing a tour of the Palace.

Meals & light refreshments will be available between 10.30 and 17.30 Monday to Friday.  During August and September the Jubilee Café will also open on Saturday.

Here's another reason why you can't afford to give up on accessing PDVN.  The address on the parliamentary intranet is: http://hcl1.hclibrary.parliament.uk/sections/research/topic.htm and you can't access this via the Internet.

The latest update includes the following topics: Police, Golden Jubilee, Banking & Finance, European Union, Immigration, Zimbabwe, Budget 2002, Transport, Health, and Pensions.  The "Topical Issues" pages are regularly updated and each topic heading brings together a number of recent resources including White Papers, relevant websites, Library pages, Standard Notes & Research Papers, Select Committee - and other - Reports, extracts from Hansard, etc.

We have the latest information on courses for staff of MPs which includes those based in constituency offices:

We are informed that the Library haven't set dates for any more courses after the end of May as they are due to upgrade to Windows 2000 / Office XP and the Library trainers will be fully occupied with that for about 6 weeks. Once the dates of their upgrade are confirmed the Library will be amending their training pages to warn Members' staff and other PDVN users about that.

Members should be aware that owing to the re-instatement of Westminster Hall and the surrounding area following the Lying in State of Her Majesty the Queen Mother it will not be possible to honour bookings of the Grand Committee Room, the Jubilee Room and the W Rooms on Tuesday 9 April, Wednesday 10 April and Thursday 11 April.

Please also note that as Tuesday 9 April is now a non-sitting day all meetings in Committee Rooms have also been cancelled. 

Please ring the Serjeant at Arms Office on extension 3090 to arrange an alternative room if necessary.

Parliament recalled for Wednesday 1 April

The House of Commons and House of Lords are to be recalled from their Easter break so MPs and peers can pay their tributes to the Queen Mother.

A Downing Street spokeswoman said Parliament would be recalled on Wednesday following discussions with the Speaker of the House of Commons, Michael Martin, and the opposition parties.

There's a useful page on the public (WWW - Internet) Parliamentary website which lists all the House of  Commons Select Committee web pages.  They vary a good deal in the scope of their content between various committees but represent a practical and informative source of information.  Being on the WWW they are, of course, available to everyone.  Click here for a view of the home page.

Salaries Budget for 2002/3

We have received a number of queries from MPs' staff asking whether there will be revisions to the Salaries Budget for 2002/3.  Here is a typical question:  "As the Contracts of Employment for MPs' staff require a salary review at the end of the financial year, is there any information about any increase in the salaries budget for 2002/3?"

We asked the Fees Department for information and they tell us that information on the Staffing Budget for 2002/3 will be made available to Members "in the near future".  Watch this space.

List of MPs able to sign Early Day Motions

Here's a useful list (compiled in March 2002) of MPs who are able to sign EDMs.  Although all MPs can - in theory -  sign an EDM, there are various conventions that mean many either don't or won't.  This list excludes:

  • The Speaker

  • Government Ministers at all levels and Whips

  • Opposition Front Bench and Whips

  • Parliamentary Private Secretaries

  • One or two others who never sign

The list was compiled by Andrew Sime who has been helping in the office of Tom Watson MP.  Thanks, Andrew.  If you find any blemishes in the list, let us know via the Feedback Form.

Remote access to PDVN via Citrix

On the weekend of 16 and 17 of March 2002 PCD will upgrade the software by which all Remote Access users connect to the Parliamentary network . The Remote Access service will be unavailable from 9am on Saturday 16 until 10am the following day whilst PCD implement this upgrade.  Click here for further information, including full instructions on how to upgrade.

If you are having problems with "remote" access to PDVN, our advice is to keep trying, despite the frustrations and delays.  PCD are doing their best to upgrade the system.  Remote users do best to try and access PDVN as early as possible in the day or between 1pm and 2pm or in the evening.  We know that may be inconvenient for you but it's just a thought!  Click here for background.

These contain important and helpful information, including proposed improvements to "remote" access. Issue 2 has just (beginning of March 2002) been sent to all Members. If you haven't seen a copy, and provided you work for an MP, we can email you one (as well as Issue 1 - December 2001).

Use the website's Feedback Form to request copies and include evidence that you work for an MP: 

  • name of the MP you work for and constituency, and
  • your email address and a telephone number where we can contact you.

New Palace Yard Restrictions

Construction work will commence in New Palace Yard during March to improve security factors associated with vehicle access and searching. It is anticipated that work will be completed in July. Every effort will be made to minimise inconvenience, however there will be inevitable effects on vehicle movement and Members and staff are advised to be vigilant for alterations to existing arrangements.

There will be particular restrictions on the underground car park for the weekends of 9, 16, 23 and 30 March between 8.00 am on the Saturday and 4.30pm on the Sunday. During these periods it will be possible to retrieve vehicles from the car park, but not to gain access to park vehicles.

SECURITY - MAIL ALERT

A number of packages have been sent to Members, Peers and others containing harmful liquid in small bottles, probably with the label "Eucalyptus". In some cases the liquid has leaked onto the outer envelope. If any liquid comes into contact with skin wash immediately with lots of water. The postmark is likely to be Glasgow.

Do not handle any suspicious package but report it immediately to Security Control on extension 5311 or 3333 or to your local police station.

Demonstrations of new full text search facility of newspapers etc

From March the Library will be providing a new service for Members and their staff. Full details.

LexisNexis on the Parliamentary Intranet enables users to search the full text of articles from a wide range of newspapers, including UK broadsheets and tabloids, selected regional papers, as well as the Spectator and New Statesman, and an extensive range of newspapers from other countries.  It also provides access to the Press Association Newsfile service.

Library staff and staff from LexisNexis will be on hand to demonstrate the LexisNexis service in the e-Library (Portcullis House Ground Floor) on:

  • Wednesday 6 March, 10am to 12 noon 
  • Wednesday 13 March, 10am to 1pm 
  • Tuesday 23 April, 10am to 1pm

Members and their staff are welcome to call in. Demonstrations should last approximately 15 minutes.

Child Support Agency Reforms

Details of the CSA reforms, which take effect from April 2002, were recently outlined in a letter (dated January 2002) and information pack from the Chief Executive to all MPs.  Staff should by now have seen a copy as the letter contains important information which will help you in dealing with CSA cases.  However, we are aware that some staff will not have seen the letter so if you need to know more about the changes, click here.

This is the title of a helpful recent Standard Note from the House of Commons Library and dated 1 February 2002.  It’s only four pages long but gives a good overview of this issue and is one of which all immigration caseworkers should be aware.
